Developer Unlocks Windows Phone 8: Error Code 0x64

We need to unlock the Windows Phone 8 device in order to deploy our application, which still supports this particular platform.
This process worked a few months ago without any problems, but now the Windows Phone Developer Registration Tool , available with SDK 8.0, returns the following error:

We have already tried using different devices (with the set date: UTC +1 Rome)

  • HTC 8S
  • Lumia 720
  • Nokia 625

all with the same result. We tried to unlock our devices for a whole week, so this does not seem to be a temporary problem.

Devices and PCs have both a working Internet connection, and they don’t work behind any firewall / proxy server.

We don’t have any problems unlocking WP 8.1 devices with the proper Windows Phone Developer registration tool for WP 8.1

Do you know if there are any technical problems on the Microsoft side?
Is the unlock process for Windows Phone WP 8.0 still supported by Microsoft?

As of May 13, 2015, you will no longer be able to unlock Windows Phone 8.0 devices. You must upgrade them to Windows Phone 8.1. I do not have an article to point to, just an email I received from MS to the email address associated with my developer account:

If you have a Windows Phone 8.0 device that you use to test your applications, read this email.

The Windows Phone 8.0 certificate, which checks for developer unlocks, expires today May 13, 7pm, in Pacific Daylight.

We recommend re-unlocking your Windows Phone 8.0 test devices until 7pm today to continue testing for another 24 months.

After today, no Windows Phone 8.0 device can be unlocked by the developer, and you will have three options to continue testing Windows Phone Packs 8.0: - upgrade your phone to Windows Phone 8.1 and unlock it for developer testing - send applications in beta form via Windows Dev Center and test with Windows Phone 8.0 devices - Test Windows Phone 8.0 applications through the Windows Phone emulator

Any Windows Phone 8.0 device that is currently unlocked will still remain unlocked and function as a test device until its certificate expires. to maximize the time required for testing with this device, then lock the unlock device until May 13, 2015 at 7 pm PDT.

Please note that this change does not affect the applications available in the Windows Phone Store, does not affect Windows Phone 8.1 devices, and will not affect clients with Windows Phone 8.x devices.

I tried registering my Lumia 820 using the WP8 SDK registration tool, and it succeeded. Therefore, I believe that there is no technical problem on the Microsoft server.

You can still unlock Windows Phone 8.0. Only 7.x devices cannot be unlocked now, as indicated in this article.

As you get a time error, try disabling "Set time automatically" from the "Settings" menu in accordance with the official documentation

Are the date and time on the phone set correctly? IN SETTINGS | date + time, turn off the "Set automatically" option and then repeat the registration. After successful registration, enable this setting again.

I had problems registering some WP devices as developer devices. I have never had this particular error, but maybe it will work.

When the device is connected to the computer, on the taskbar, click the icon that shows that the device is connected (the one where you can "safely remove" the device) and right-click it and select show devices and printers. When it opens, you will see all the Windows phone devices that you have connected to the computer. Unplug your device and remove it and its drivers by selecting the appropriate option after right-clicking on it.

Plug it in again, now it should install the drivers again.

And just in case, if you have the correct date / time on the device, just confirm that they also correspond to the region / location installed on the device. for example, suppose you set the time for Standard Time in India (IST), but the device area is set on the same scale as in the USA or elsewhere.

If the answer of WP8.0 or another date / time finale did not help, another recommendation is to simply reload this thing by changing the time settings to manual.

Today I ran into this error using Windows 10 Phone. I tried to set the time parameters, automatically setting them manually, and ensured synchronization between the phone and the PC, but I still got the error code 0x64. I tried another computer, but to no avail. By chance, I decided to restart the phone. After rebooting and launching PhoneReg, everything was happy, and I was able to unlock the phone and deploy my application.
