Shortcut for hiding tool window in Intellij IDEA (Shift + Escape) does not work

I am using Intellij IDEA 13.1.5 and I cannot hide tool windows with the default keyboard shortcut Shift + Esc . When I tried to set another shortcut for the action, I realized that the settings window could not detect the Shift + Esc key combination. (I can set another key combination in the settings, but I can not set Shift + Esc . If I press Shift + Esc , IDEA will not detect it)

What could be the problem? Could this be a problem with the OS (I'm on Windows 7), so Shift + Esc is not sent to IDEA?

This is caused by a process called PrivacyIconClient.exe , which should use Shift + Esc as a global shortcut. This process is started using PIconStartup.exe , which starts at system startup, and can be prevented by PIconStartup.exe msconfig .
