What is the function of the LockItem attribute in appSettings in the App.Config file?

Is there an element in my configuration file called lockItem? MSDN states that "Gets or sets a value indicating whether the item is locked."

What does it mean? Does this mean that if set to true, the configuration will not be changed by editing the configuration file?

Yes you are right. Lockitem prevents modification for this node or any child node if you have nested nodes. There is also a LockAllAttributesExcept if you want to lock certain attributes, not others.
