You can try using another open source browser. For example, the current version of the openSUSE package collection for 2018_12

opens the .ps file in an external program in 2 clicks:
- click displays the ps file as "source code"
- in the view "Source Code" there is a button "Open in an external program ...", and after clicking this button, the viewer.ps application starts by default.
At the time of this writing, the SeaMonkey web browser also supported various old Java applets. Java applet page:

SeaMonkey also has a WYSIWYG HTML editor, which unfortunately generates HTML code up to HTML5, but for users with a non-IT background, it can still be very useful as a tool for creating documents based on a static website.
