Need 2 instances of Azure SLA sites, such as web roles?

In web roles of cloud services, you must create at least 2 instances to get the SLA from Azure 99.95%, because when they update the server OS, etc., Azure will need to restart the machines (one at a time). This is well documented and you will scream at the portal when you run the single instance web role for this.

You will not receive such warnings on Azure sites, and I cannot find documentation offering 2 copies for 99.9% SLA. However, I also cannot find documentation that you do not need two instances for this SLA.

So what is this? Do I need 2 instances for SLA Azure website as web roles or is it a thing of the past?

The developer on the Azure Websites team replied here that

The SLA for any Azure site at the basic or standard level is 99.95%

Just one copy of the site is enough

It does not indicate that you need 2 copies to get an SLA with 99.9%, but clearly state that the levels of a free and shared website are not covered by this SLA.

We guarantee that Web Apps, Mobile Apps, Logic Apps, and the APIs that work under the customerโ€™s subscription will be available in 99.9% of cases, and 99.95% SLA is provided when using multiple instances and a traffic manager. SLA is not provided for applications or sites at a free or general level.
