I do not think this is possible, and a quick search on the Internet seems to agree. Including this mailing list since 2007. What Seth Vidal does in his answer, I think, is the main one. Moving causes problems to track file-based dependencies that, at least at that time, did not interfere with processing.
Considering that the usefulness of relocatable RPMs is probably not very high, since creating one that functions correctly is difficult, as the inability to depend on the location of the files makes it difficult to perform many (usually trivial) program operations.
