Is there a version control process for the Javadoc Tool?

Is there a version control process for introducing new features to the Javadoc specification? My question is inspired by seemingly new tags: @apiNote , @implSpec and @implNote , which appear in the Java 8 source documents. I know that these tags are not standard and can be changed - if the Java gods decided that these tags are standard in the new version of Javadoc, where could a developer find this information?

I have read Oracle docs that link to Javadoc versions starting from version 1.1 and ending with 1.4, which may result in each version of Java having a new version of Javadoc, but I cannot find any evidence to support this assumption.

The javadoc tool really gets new features with every major version of Java. If you visit http://docs.oracle.com/javase/8/docs/technotes/guides/javadoc/ and find the API Extensions section, you will find links describing the new features of the javadoc tool for each version since version 1.4.
