In the new Design Guide (scroll down) you will see how the tabs should look in the new material design. TabHost however still looks very Holo to me, without the bottom line animation and ripple effect. Is this something we need to implement?

Design guides do not quite match the realities in L-preview. You will not need to execute them manually.
There is a custom library here that uses the V7 toolbar, such as TabWidget, with new Material Design animations, but it is in full development.
