Overrides input fields for scrolling

I keep getting an orange frame that says that my inputs display "Rename on scroll." I do not know why I receive it and would like to delete it. I'm not sure if this is a problem with chrome. How to fix or remove it? I restarted the chrome and it keeps coming back.

This is a debugging feature of Chrome that you seem to have turned on without noticing. In the "Developer Tools" window, find the "Rendering" tab on the console so that you see this visible first. There are some checkboxes on the rendering tab, one of which will be "Show potential scrolling bottlenecks." Uncheck this box and the boxes will disappear.
