The United States Postal Service is a government agency that provides postal codes. Thus, the authoritative, always correct database belongs to them.

I get my zip codes and more from here . It also includes information on latitude and longitude, which makes it possible to calculate distances between points.
The reason the Census Bureau does not have all ZIP codes is because they contain only groups with a population (common delivery addresses) and do not contain ZIP codes for mailboxes.
