It seems that the Heroku build compiler builder is directly related to Git. When you click, a remote Git hook is launched to trigger a restore. (He does this “while you wait,” so you can press Ctrl-C to cancel the build and click.)
Interestingly, this guy had the opposite problem - he wanted to rebuild without any changes. You can do this with an empty commit. The arrival of a new commit will trigger an assembly hook.
In any case, you cannot disable remote Git hooks; this part of git design. Therefore, if you must use Git for publishing, the answer to your question is: “No, you have a coffee maker or webcam nearby” .; -)
Please note that this precludes the use of Git. I am completely unfamiliar with it, but you can look at Heroku Anvil as a way of freeing without using Git. Perhaps this is what you are looking for. Let me know if you come up with something!
