High CPU utilization in Windows 8.1, but task manager doesn't show fault process

Yesterday I upgraded to Windows 8.1, and since then my machine has been using the processor continuously for about 30%, even if I am not doing anything on the computer. My fan works like a beast, and the laptop is getting hotter than usual (Dell Vostro 3560, Core i7 8 and NGB RAM).

And to make things weirder, the Task Manager shows 30% CPU utilization, BUT it only shows processes that use a maximum of about 5% CPU utilization. Therefore, I cannot determine which process is my resources; it shows the total CPU usage of about 30%, but if I summarize all the CPU usage processes, it reaches only 5%!

Any clues?

The Microsoft Windows Backup program was guilty for me, filename sdclt.exe in the system32 folder. It was endless loading and closing, if you look in your task manager, you will probably see every 2-4 copies every update intervals.

No one on the Internet seems to have this problem yet, but I fixed it by going to system32, giving me ownership and security rights for this file and renaming it to 1sdclt.exe. This instantly recorded CPU usage. None of the usual backup settings helped, and all my backup settings are disabled ... It looks like an error in Windows 8.1 because it never happened at 8.0.

In the task manager, it is possible to show processes from all users, try to turn them on and see what happens.
