BLE notification when the application is not running

Is it possible to receive a BLE notification in my application for a specific UUID, or whenever a UUID falls into a range while the application is not running? For instance. Do Push Notifications work the same way?

I tried to use Google, but still there was no useful information that I could reach. Any pointers?
