Application notification sound is muted by default in iOS 7

Starting with iOS 7, my recording application in Notification Center sounds by default for some users. Since my application is an alarm clock and I need to use UILocalNotifications all the time, this is obviously a serious problem. Does anyone know what could change to cause this problem? And is there anything that can be done to solve it?

I have an application that also uses notifications (items related to the agenda), and I agree that notification sounds are crucial for such an application. But the application cannot override the settings in the settings → Notification Center, so the user must set notification sounds there.

I found that the settings remained the same when I upgraded the phone to iOS 7, but reinstalling the application may destroy them - if the application was deleted before the update. Uninstalling the application and reinstalling it (on iOS7 and earlier versions) do not change the notification settings.
