I am new to iOS development. How to create a Safari extension that adds a new item to the "Open With" menu (in the same menu where I can add a bookmark to the page)? I would like to share the URL of the page that the user is currently viewing using a third-party application.

Assuming you are using Xcode, go to your project settings, then choose your goal. On the "Information" tab, you add the type of document that will associate it (doc, xls, txt, etc.) with your application. If you open an item in safari, you will be asked to open it in your application. In the latest versions of mobile safari, I believe that an inscription appears in the upper part of the document in which you specify this option, and do not appear in the "Add Bookmark" poker.
