How to install UTF-8 in Aptana Studio 3?

I must be able to write the letters å, ä and ö. It works in another program without any problems. But in Aptan I cannot do this. Å, ä and ö look when I press a key on the keyboard.

I'm going to:
window-> Settings-> general-> workspace. It is set to "Default (cp1252)", and I change it to "Other UTF-8."
This does not work!

I correctly clicked the file in Projectexplorer and set it to "UTF-8" (usually it is installed in UTF-8).

The "Edit" menu, which I see below, has "Set Encoding", but it is never clickable. He is always gray.

As you said, go to Window->Preferences->General->Workspace
