Is it right to have query parameters right after the slash in the URL?

Im getting a 304 redirect from A to B :

• A http://example.com/path?value1=a&value2=b
• B http://example.com/path/?value1=a&value2=b

Is B the correct form or is it a bad server?

The URLs representing directories usually end in trailing slashes, but the URL itself is not a file system, so it is correct in both cases .
