Google Wallet: no forms of payment available

Question

I am new to Android app development and some of my apps are paid.
5 people have bought my app so far.
Google Wallet notes that you don’t have valid forms of payment. This account does not have a valid form of payment. Please specify a payment method to receive payment. "
But when I clicked the "indicate payment method" button, I received the message "There are no payment methods available."

So interesting: is this normal? How much does the minimum payout cost so that I can receive a payout at the end of my billing cycle?
I am Vietnamese.

Go to https://wallet.google.com/merchant , then click Payment Settings and then select a payment form. To receive payments you will need your bank IBAN and BIC codes.
