The error message means that your GoldeneyeModellingFramework package imports the com.host.domain.sharedpersonalize.storageservice package, but the package does not export this package. Therefore, imports cannot be allowed.

You said the GoldeneyeStorageService package “includes” this package, but what does “include” mean? This package must be exported , i.e. Indicated in the header of the Export-Package . If a package is included in this package but not exported, then this is a private package that cannot be imported by any other package.
