Are Azure APIs associated with storage in System.Transactions?

If you are referring to Table or Blob updates, there is no concept of explicit commit or rollback. When you call an API call (direct REST or through PowerShell / CLI / SDK), it is just an action against the repository, and it will be successful or unsuccessful (although some actions take time and the call may return to completion). This is not a transaction action wrapping this action. You will need to take care to disable Table / Blob updates at the application level.
