How to make an Android app great, like this one?

Question

I am a lover of Android programmers and I really like the code. My main difficulty is to make applications enjoyable.

I came across a simple application, but at the same time enjoyable: https://play.google.com/store/apps/details?id=com.linksaude.bulas

I would like to know if this application was developed using some specific plugin / add-on for Eclipse or something else. It seems to be so consistent and beautifully designed that there should be an answer to simplify the process of creating such applications.

I think you are impressed by the consistent color theme of the app. It looks like its designers have carefully redefined the default Android widget design with their own custom layout.

There is no plugin for development tools to help you achieve this; however, there are many external tools.
