I do not think that it is installed or not, it means that they changed the way you did it. The IIS Manager is USED to be accessible from the Server Manager, but this is no longer the case. In 2008 (and earlier, but I donβt have an available box) from Server Manager, expand the roles and then the web server. If you click "web server", you will see a "dashboard" displaying events, services, recommendations, etc. In this case, you can click "IIS Manager" and see the sites, as well as manage and configure sites on machines.
In 2012, you can ONLY see information about the control panel, events, service status, best practices, etc. Unable to go to IIS and manage sites and applications. In the upper right corner of the Tools menu (between Management and View) is the IIS Manager.
I would LOOOOOVE see a transcript of the design session where this change was suggested. Mostly just to get involved, and then prey on everyone.
