In fact, Neo4j Enterprise is free under the open source license AGPLv3.
Neo4j Inc cannot change the terms and still call AGPL.
If you use Neo4j Enterprise as a server (like most people) and communicate with it through your REST API or any official BOLT drivers, you never run the AGPL API copy requirement.
In other words, the software that connects to it does not have to be open source.
You can download Neo4j Enterprise licensed open source binary files up to version 3.2.x from dist.neo4.org. Links for windows and unix packages are provided below. (Replace version number for specific versions)

If you want Neo4j Enterprise 3.3.0 and get a free open source license under it, then you can build them from the source, as we do for our customers from the US government, or simply grab them from our free distribution site.
