Problem buying InApp for Android (-1002: received an incorrect answer)

I have an application with IAP and it works great for most of the time. However, some installations report error code -1002 from IABHelper (which is not documented anywhere). Here's what the magazines tell me (this happens right after the user returns from Google Play):

Why is error -1002 ?

Is there a problem with a Google game or my client implementation?

I had the same problem when in-app billing was in a fragment, I decided to solve it by moving it to action.

I had the same problem. The problem was that I limited the permission of the Google Play Market to work in the background. That's why the Play Market is not running, and my app got a bad reaction.
