Xcode iOS simulator Settings> Bluetooth just rotates and doesn't turn on

I am trying to use the Apple BTLE Core Bluetooth app. But when I run the iOS simulator, it does not work, because the settings of Simulator> Bluetooth are disabled.

But when I click "Settings"> "Bluetooth" to turn it on, it opens the right Bluetooth panel and shows only the busy rotator and never turns on.

The same problem simulating an iPhone or iPad.

I bought a Bluetooth LE USB USB dongle at Best Buy. Be sure to ask for one with Bluetooth 4.0, because they still sell 2.0 (cheaply).
