How to get permission for an open graph action used in an unpublished ios application?

As part of the presentation of the action, facebook requires a detailed step-by-step explanation of the necessary steps for publishing a story on facebook. But since the iOS app has not yet been published, it is not available on the App Store, and therefore facebook cannot test it. Am I doing something here? Or is it necessary o to have a working WEB application in order to publish an action?

A simple but detailed explanation of the process, which will cause your application to register a specific action, should be sufficient, given that it meets their criteria, including: "Simple", "Genuine" and "Indecent". Facebook just needs to understand why, how and when (how often) in the context of your application.

Most new actions for existing applications do not have the full stream available until they are tested and released, so a basic understanding of how the action will be used in the context of the application should be all that is needed for facebook approval.
