IPhone location accuracy

As I develop for the iPhone, I just bought an iPhone 4 to test my application, which should measure the coordinates of my location. I do not have internet (3GS, GPRS or something else ...) on my iPhone, and the problem is that:

1) Without the Internet, I get a horizontal accuracy of 1744 m, and this is very bad. (I also checked accuracy in other applications, and it is always so bad or worse)

2) With WiFi Internet, I get a horizontal accuracy of 80 m.

This is normal? What can I do to improve coordinate accuracy?

From my experience, you need to receive cellular data (3G or Edge) to get the exact location on any iPhone. With this and clear view of the sky, you can be reached within a few meters of your actual location.

Recently, I found out that the phone needs to download a package of coordinate files in order to really understand the GPS data that it collects. Thus, without an Internet connection, the GPS service is very poor or possibly completely inaccessible.

I would argue that your poor accuracy with WiFi is due to the fact that you were indoors ... It's all the same.
