Google App Engine 409 Deployment Error

Question

I get error 409 Conflict with the following message

Deployment of this version is not yet running.

I tried installing a new version, updating an existing version, and also tried rollback, but during deployment everything goes fine until the last step, and in the end it displays

This is a known bug in the admin console 1.7.0. We are working on a fix. This problem has now been fixed. 11/10/2012

I think they are in the middle of preparing the working environment for 1.7.0 (and possibly for some of the early I / O related sessions). I had a 1.6.5 SDK for Python for Windows, and it blocked me (like you). 1.7.0, the same error. Capture 1.6.6 and it seems to work fine:
