There is a course at Treehouse. I did this (RWD Beginner's Guide) and, frankly, I did not get much from this. It really is not that practical.
The thinkvitamin site looks pretty and pretty, but I prefer www.lynda.com. Speaking about the fact that lynda does not have much on the way to new, advanced materials. You can try this one (CSS page layouts) You didnโt have the opportunity to do it yourself, but the depth of the material on lynda is good, so if you need some long-term training, registration costs $ 30 per month or something else.
In addition, I know that Treehouse has undergone quite a lot of makeup (combining with CSS tricks and much more), whether it was just (perhaps inspired by Chris Koyer) aesthetic makeup or courses became better, I could not say since I unsubscribed after disappointing textbook on responsive web design. I think I did this only one and the other, although it was a rather small sample size.
Basically, all you need is media queries in your css to replicate the behavior of the site you provided. Then just apply the right CSS for the right screen / device width ... Not sure what you mean by "since everyone else resizes the window" - will the user not resize the window, not the design? Not sure what you get there ...
