Finding a path name in Linux?

Linus Torvalds mentions in a conversation that finding paths on Linux is the fastest of all OSs, and it can happen on 1000-core machines without any slowdowns. He mentioned that this work has occurred in the past 18 months, but I cannot find any references to the details of this development. Are there any documents explaining this?
