Is the PDF library that Microsoft uses in Excel for the outside world?

Excel 2010 (and Word 2010, possibly others) have the ability to save directly to PDF:

and they print it without setting <a href = "" rel = "nofollow noreferrer"> a "PDF printer" .

Is the PDF library used by Microsoft to create PDF files available to the outside world?

ABCpdf boasts that Microsoft is using its product. I don’t know how and where Microsoft uses it, but it seems to be a good PDF library.
