You will need a Mac to submit your application to the AppStore if you want it to appear there, but of course you can always sell it on Cydia.

According to the FAQ for Phonegap Build, you can upload your project to the build service and get the application for applications in the application for iOS applications.

It is still in beta and I have not tried it myself. To debug Ubuntu, I assume that you can run it as an Android project and hope that there will not be much difference between the platforms ...

I'm not sure if you need an actual Mac to send the application to the app store.

PhoneGap Build lets you create iOS, and you can sign iOS developer certificates without a Mac. See: Create iOS distribution certificate windows - Apple Provisioning Portal

Only the part you SHOULD have for Mac is for shipping to the AppStore using the Application Loader. Check out http://macincloud.com , which allows you to pay an hour of using your Mac with the app downloader.

You can develop an application, but it cannot be used for ios devices. To do this, you will need to install xcode.
