What needs to be done to create a complete Tamil iOS app?

I want to create an iOS application that consists of Tamil. I see so many applications in the appstore that it is completely from the Tamil language. But this is not a localized language in the iPhone. So how can we achieve this? How do they develop a complete tamil application on the iPhone? Thanks in advance:)

You don’t have to do anything special. Just enter any text in .xib (or programmatically) in Tamil using a font with Tamil characters and it will be displayed in Tamil on all systems, regardless of their language setting. (In other words, it will not be localized in any other language.)
