Are the buttons on the "Translation Management" tab disabled for regional editors?

We are using SDL Tridion 2011 Service Pack 1 (SP1), with an SDL World server, translation manager, and workflow. We have a group Regional_editor, and they have the rights "Translation Management" and "Translation Configuration" using RW (Read - Write) in the source publication and the target publication.

The editor can send elements for translation and view the translation task in the translation node. So far so good.

Our problem arises when they select an item and on the "Translation Management" tab of the ribbon. Now the buttons Retry Sending, Retry Retrieving, Send to translation are disabled for this group Regional_editor.

Any thoughts, is there any configuration / setting missing?

According to the SDL Live Content documentation, titled "Re-submitting a translation job (if sending failed):

In order to resubmit the translation, you must have Translation Rights Management and another Content Manager right to publish, which is the target for the translated content.

RW does not seem sufficient to translate from source to target. Try to let the author localize permissions for the correct folder (child publication).

Update : Permissions are not required to start a translation job.
