Ruby vs Ruby On Rails

What is the difference between Ruby on Rails and Ruby? I asked four people, but no one can find a definitive answer. Is Rails a sort library for Ruby, a la Django for Python, or Cocoa for Objective-C, or is it a completely different language with different capabilities? What can be done in Rails that cannot be done only with ruby?

Rails is a platform for building web applications with Ruby. Ruby is a general-purpose programming language. Yes, Rails is similar to Django.
