How was Emoji programmed?

I assume the application downloads and installs the language pack in the main operating library? Then the application simply instructs the user how to enable multiple languages.

In short, this is not so.

IOS always had built-in emoji, but it was hidden by default on non-Japanese phones (I believe this could change in iOS 5.0). Emoji's Installer applications simply invoke some undocumented functions on the OS, which makes it start.
