Standard (or free) POSIX COS interface control library

Is there any standard (or widely used) simple POSIX path management library for C (path combining, deleting file descriptor, etc.)?

In fact, since I mainly work under Windows, I am currently using the 'shlwapi' path functions.

Is there an equivalent feature set available for POSIX paths?
