Strange iScroll scroll position

Question

I am creating a touch screen html application and decided to use iScroll to scroll to the div.

Essentially, I have two separate scrollable divs, but scrollbars always fit far away from the page

The problem I have here is double.

1) the scroll bars are on the right side (which does not make much sense for the scroll content on the left

2) the scroll bar extends all the way to the top of the title when only the scrollable content is below

when I set 'position: fixed' in the header, it shrinks to a tiny size and I can't seem too right.
