Google Chrome only partially downloads background images

Question

I had problems with my site in chrome on both windows and Mac, I had several people who tested it on several computers, and this behavior is not 100% of the time, but very common. A website in this current state can be viewed at: georgereith.com/test/

Below is what my site should look like now:

However, when some people with chrome open it, it loads as follows:

The strange behavior is that when you start to highlight things where there is no missing background, chrome seems to display more background:

Does anyone know what might cause this behavior?

This seems to be a Chrome bug, but I cannot find links to it.

It seems to go away when I start the web inspector, so maybe you can try to run some kind of dummy javascript on an element that does not work well (Note: I'm just guessing here):

var acc = document.getElementById("accordion"); acc.className = acc.className; 

This should lead to remelting.
