I had the same (or at least a similar) problem as when installing ADT, and here is what I came up with:
If you installed Eclipse from a source other than the official site , your Eclipse update sites may be disabled. To fix this, open Eclipse and go to Help -> Install new sotfware and click on "Available Software Sites". From there, you can enable the update site for your version of Eclipse (for example, for version 3.7, the URL should look like http://download.eclipse.org/eclipse/updates/3.7 - the whole list can be found here ). When you turn it on, go back and try installing the ADT plugin again. It should work perfectly, at least for me.
