I just added “Eclipse Color Themes” to my Eclipse UI and I can change the text editing.
Is there a way to change the whole Eclipse user interface (Project Explorer, Console, Problems, etc.)? Not only a text editing window.
With this plugin no.
The IDE colors for the views and menus follow the standard ones for your OS, as indicated in How do I change the background color in the Navigator view in eclipse?
