Some iOS applications, such as Pandora, continue to play sound after exiting the application’s screen and even after the device is locked.

Can I play sound in this way from a browser tab? In other words, can I encode an HTML5 page that plays sound and continues to play even after iPhone is locked?

Yes, audio playback on the Safari tab for mobile devices will play continuously even with multitasking or screen locks. However, if you save a bookmark on the main screen, open, play a sound, and then go to multitasking, the sound disappears.

Impossible ... the browser displaying your page controls what happens when it is deactivated (sent to the background). HTML5 will not touch the behavior of the underlying browser, as it relates to system events, so the only way to control the background action in iOS is to write your own application.
