What does a general installation and active installations mean in the Android Market Developer Console?

I'm a little confused looking at the Android Market Developer Console.

The console says that for my application, I have:

1617 general installations (users) 285 active installations (devices)

What do these numbers mean because I don’t see how I can have more users than me.

When some install your application, the overall installation and active installations increase by one. When someone uninstalls your application, active installations are reduced by one.

Total installed is only that total number of times your application has been installed. Active Installs is the number of devices on which your application is currently installed.
