What tools are available for editing manpages, i.e. WYSIWYG graphic editors (any platform)

Is there any decent WYSIWYG GUI (GUI) (what you see, what you get) (on any platform) that can be used to create / edit manpages? An application that can export to troff format will also be great.

NroffEdit was originally created for writing RFCs, but since they, like the man pages, are in troff format, I think you could use it for that.

Ronn is building manuals. It converts simple, easy-to-read text files to roff for display on the terminal, as well as HTML for the web.

It is not WYSIWYG, but it allows you to export plain text files. Since nroff does not support randomly spaced text, which is about as good as it is.

Mdoc is semantic markup for man pages. It has existed for about two decades and is supported by Linux and other Unix-like operating systems. You should prefer mdoc to troff .
