Set default JIRA observer list

I am looking for an option for JIRA to use a group of people by default to view a task. Is it possible to do this out of the box?

In particular, whenever we make a release, I would like to create a task for it with subtasks and make sure that a predefined group of people receives notifications that they are updated / closed.
