Can the resources of one machine in a web farm affect this point by an application working with Garbage Collection Mode = "server mode", so that network load balancing will be adjusted for it?

The network load balancer is not "sensitive" to the GC; in a sense, it does not know when and where this happens. He may try to do some funky things with checking the “load” on the machine, but this usually affects performance, and a simple circular robot is the best approach for most scenarios.

At the enterprise level, GC is usually completely ignored; it is too complex a task at the macro level.
