Windows Phone emulator requires a graphics card that supports DirectX 10 or higher with the WDDM 1.1 driver. I assume that you received an error message the first time you started the emulator, that your graphics adapter is not capable of all the functions that the emulator uses, and that this may affect XNA games, and sometimes Silverlight, like this one:

If your graphics adapter does not fully support DirectX 10 or does not have a WDDM 1.1 driver, you will only see a white screen instead of the displayed web page. It also affects all controls using MultiScaleImage, including the web browser control. As far as I know, at the moment there is no solution for this.
To check if the emulator of the required GPU emulation works, take a look at the arrow to open the list of applications, and if it points to the right or left. If it points to the left, then there is no graphics core (if it points to the right (as on the hardware phone itself), then the graphics processor is available, and rendering should work as expected.
