How to make multi-select, aucomplete combo box, like in Atlassian Jira

Question

I like the GUI and Atlassian Jira controls. In particular, they have a cool combined control. I need to implement a similar control on my site.

I am using jquery-ui.

What library are they used in? What is the license?

Can I find it somewhere like JScript?

Is there anything like this free or commercial?
