Is there a way to create a tail in a bubble with HTML 5?

For many years, I just saved the image as a background or cut off the tail and used it as a background; I have always used the image when coding on websites. Is there a way to do this without using the image now? I can create a rounded window using CSS, but how can I make a tail?
