My question is which video format is better to choose? and where can I find some specification details about the video format?

If I divide the video into parts, are they arranged in sequential order? (for example: is the second video frame exactly located after the first?)

If you use ASP.NET (and assume that you are using it in IIS), you can use the IIS Media Service . You can check this Wikipedia article for a comparison of several delivery platforms and formats.

If you correctly divided the video, then yes, the first frame of the second video will be relative (due to the predicted frames) after the last frame of the first video.
